Miller served in the Virginia House of Delegates from 1984 until 1988. Virginia House of Delegates is the Lower house of the Virginia General Assembly. In 1988, she became the first African-American woman elected to the Senate. She is currently the longest serving woman in the Virginia Senate. Miller was also the first woman to chair a Senate committee in 1996.

Miller was educated at the Norfolk Division of Virginia State College where she received her B.
