The economy of early Vancouver was dominated by large companies such as the CPR, which had the capital needed for the rapid development of the new city. While the number of cars in Vancouver proper has been steadily rising with population growth, the rate of car ownership and the average distance driven by daily commuters have fallen since the early 1990s. Vancouver's "View Protection Guidelines" were approved in 1989 and amended in 1990, establishing view corridors in the downtown with height limits to protect views of the North Shore Mountains. The North Shore Mountains are a range of mountains overlooking the Greater Vancouver Regional District. These guidelines have succeeded in preserving mountain views, although some find Vancouver's skyline flat and lacking in visual interest. Many agree that there is a need for some taller buildings to reflect Vancouver's contemporary image, but others are concerned about proposals for much higher buildings.
