Israel was born in Brooklyn, New York and graduated from Nassau Community College, and The George Washington University. Brooklyn (named after the Dutch town Breukelen) is one of the five boroughs of New York City. Nassau Community College (NCC is a two-year college It is located in East Garden City New York. The George Washington University ( GW or GWU) is a private coeducational university located in Washington D He was elected to the town board in Huntington, New York in 1993. The Town of Huntington is a town located on the North Shore of Long Island, in northwestern Suffolk County, New York.

He lives in Dix Hills with his wife, Marlene Budd, who had served on the Huntington Town council before being elected as a county Family Court judge last year. Dix Hills is census-designated hamlet located in western Suffolk County New York on Long Island. Israel has two daughters, ages 20 and 17.

In his second term, Israel was tapped for a leadership position as Assistant Whip.
