Hulls was previously a Solicitor for the Legal Aid Commission Victoria from 1984-86. He was also Principal, Rob Hulls & Associates, Mt Isa 1986-90. He had a failed brief stint at federal politics and was elected the member for Kennedy, Queensland from 1990-93, but was soundly beaten by Bob Katter in the 1993 election. The Division of Kennedy is an Australian Electoral Division in Queensland. Queensland is a state of Australia, occupying the north-eastern corner of the mainland continent He left Queensland soon after the election and from 1993-95 he was the Chief of Staff, Leader of Opposition in Victoria.

In his state political career Rob Hulls has been the Minister for Manufacturing Industry and Minister for Racing from 1999-2002. Minister for WorkCover from 2002-05. Attorney-General since October 1999. Minister for Industrial Relations since December 2002. Minister for Planning January 2005-December 2006. Minister for Racing since December 2006.

In his personal life Hulls is married to his wife and lives in Essendon, they have three children. Essendon is a Suburb of Melbourne, Victoria, Australia. Its Local Government Area is the City of Moonee Valley. Rob Hulls is a keen supporter of the Geelong Football Club. Geelong Football Club, nicknamed The Cats, is a professional Australian rules football club based in the city of Geelong.

He was elected unopposed as Deputy Premier on July 30, 2007 after the retirement of John Thwaites.
