Turner was born in Charlton, London. Charlton is an area and an electoral ward south-east London, in the London Borough of Greenwich, located between Greenwich and Woolwich He was educated at the Perse School and Christ's College, Cambridge. The Perse School is a fee-paying secondary day school for boys 11&ndash18 and girls at 16+ situated in Cambridge, England. Christ’s College is one of the colleges of the University of Cambridge. In 1913 he joined the Indian Educational Service as a lecturer at Queen's College, Benares. From 1915 to 1919 he served with the 2nd/3rd Queen Alexandra's Own Gurkha Rifles, winning the Military Cross in Palestine.
