The premium station program was commenced in 1994 under the Public Transport Corporation. The Public Transport Corporation was a State Government of Victoria owned corporate body that operated passenger and freight trains trams and bus services in Victoria ^[2] By the end of 1995 the number of staffed stations increased from 35 to 51. ^[3]

The five City Loop stations (Flinders Street, Southern Cross (formerly Spencer Street), Flagstaff, Melbourne Central, and Parliament) are all premium stations.
