Powell's was founded by Walter Powell in 1971. His son, Michael Powell, had started a bookstore in Chicago, Illinois in 1970 which specializes in used, rare, and discounted books, primarily academic and scholarly. Chicago (ʃɪˈkɑːgoʊ is the largest City by population in the state of Illinois and the American Midwest of the United States. Michael Powell soon joined his father in Portland, leading the expansion business to what it is today. The Chicago-area stores still exist, but under different ownership. [4]

Some of the store's actions have made big news in Portland. When the Oregon Citizens Alliance qualified Ballot Measure 9 in 1992, an anti-gay rights measure, the bookstore actively campaigned against the measure. The Oregon Citizens Alliance (OCA is a conservative Christian political activist organization founded by Lon Mabon in the U Ballot Measure 9 was a ballot measure in the US state of Oregon in 1992, concerning Gay rights and Public education, A few years later, a prolonged labor dispute between Powell's employees and Michael Powell over unionizing the employees tarnished Michael Powell's reputation as a champion of liberal causes. A trade union or labour union is an organization of workers who have banded together to achieve common goals in key areas such as wages hours and working conditions forming [5] Powells. com is the only major online bookseller to be unionized.

In 2002, Powell's was cited by USA Today as one of America's 10 best bookstores[6]. USA TODAY is a national American daily Newspaper published by the Gannett Company.

Michael Powell announced in June 2006 that he plans to hand over the business at some future date to his daughter, Emily. [7]

In January 2008, Powell's announced plans to expand the downtown City of Books by adding as many as two floors to the store's southeast corner. The expansion will add at least 10,000 square feet (930 m²) of new retail space, and will house Powell's technical books, which are moving from their current location in the company's other building on Northwest Park Avenue.
