A Parliamentary Under-Secretary of State, in the United Kingdom government structure, is a minister who is junior to a Minister of State who is in turn junior to a Secretary of State. In the United Kingdom, a Secretary of State is a Cabinet Minister in charge of a Government Department (though not all departments are headed Minister of State is a title borne by politicians or officials in certain countries governed under a Parliamentary system.
