A member of the Lutheran church, Oxley was born in Findlay, Ohio and received a bachelor of arts degree from Miami University (Oxford, Ohio) in 1966 and a law degree from the Ohio State University (Columbus, Ohio) in 1969. Before and during his tenure in Congress, Oxley represented Ohio as a delegate to the Republican National Convention in 1976 and 1984.
