Before joining the DHS/FEMA, Brown was the Judges and Stewards Commissioner for the International Arabian Horse Association, (IAHA), from 1989-2001. Yet the website of the OMPA (OMPA), which has only a couple dozen employees, does not list Brown as Chairman, an officer or an employee. According to the OMPA, Charles Lam serves as Chairman and none of the employees interviewed knew of any association between Michael Brown and the OMPA.
