Melo obtained his law degree from the Manuel L. Quezon University in 1956. Melo was appointed by President Fidel Ramos to the Supreme Court on August 10, 1992. Fidel Valdez Ramos (born March 18, 1928) was the 12th President of the Philippines. Melo served for ten years on the High Court, retiring after reaching the mandatory retirement age of 70 on May 30, 2002.
On August 21, 2006, President Gloria Macapagal-Arroyo created an investigating body headed by Melo to probe the extrajudicial and political killings which had targeted militant activists and members of the press. His official appointment papers were expected to be transmitted upon the formal expiration of the term of his predecessor, Benjamin Abalos, on February 2, 2008. Benjamin Abalos is a politician and was a former chairman of the Philippine Commission on Election. [4] His appointment is still pending confirmation with the Commission on Appointments. [5]
