Pugh was born in Burke County, Georgia, and moved to Alabama in 1824. Burke County is a County located in the US state of Georgia. As of 2000 the population was 22243 Alabama (formally the State of Alabama;) is a State located in the southern region of the United States of America. He was admitted to the bar in 1841. He represented Alabama's second district in the United State House of Representatives from 1859 to 1861. The United States House of Representatives is one of the two chambers of the United States Congress; the other is the Senate.
He then served as an officer in the Confederate States Army. The War Department was established by the Confederate Congress in an act on February 21, 1861. He was subsequently elected as a representative to both the First Confederate Congress and the Second Confederate Congress. The First Confederate Congress was the first regular session of the legislature of the Confederate States of America. The Second Confederate Congress was the second and last regular session of the legislature of the Confederate States of America.
Following the war and the restoration of his citizenship, Pugh was a delegate to the 1875 state constitutional convention. He was elected to fill the term left by the death of George S. Houston, and was reelected twice, serving in the Senate from November 24, 1880 to March 3, 1897.
