Webster was elected as a Republican to the Sixty-sixth, Sixty-seventh, and Sixty-eighth Congresses and served from March 4, 1919, to May 8, 1923, when he resigned to become United States district judge for the eastern district of Washington, in which capacity he served until August 31, 1939, when he retired due to ill health.
