Born near Anderson, Indiana, Cromer attended the common schools and Wittenberg College, Springfield, Ohio, and was graduated from the Indiana University at Bloomington in 1882. Anderson is a city in Madison County, Indiana, United States. Springfield is a city in the US state of Ohio and the County seat of Clark County. Indiana University, founded in 1820, is a nine-campus University system in the state of Indiana. He became editor of the Muncie (Indiana) Times in 1883. He studied law.
