In 2003, Hasbro tried to follow Mattel’s success of the Barbie OVA movies by releasing a direct-to-video movie that tied into its own current toyline properties. Barbie is a best-selling fashion Doll launched in 1959 The doll is produced by Mattel Inc Reel FX produced two G. I. Joe CGI movies. Spy Troops was first to be released while G.I. Joe: Valor vs. Venom followed a year later. GI Joe Valor vs Venom is a direct-to-video CGI animated movie and sequel to G They were both sold direct-to-video as well as offered by order through coupons enclosed with the action figures. These movies are distributed by Paramount Studios.

Spy Troops is the first G. I. Joe movie to be released by Reel FX Creative Studios. The plot revolves around a new remote-control device that the Joes have in their possession. The title refers to the fact that the two opposing forces, the Joe Team and Cobra, make use of spies to achieve their objectives. Cobra sends Zartan to steal this device while the Joes also send in their own spy to the enemy camp. Zartan is a character from the GIJoe Toyline by Hasbro He is a Mercenary who often worked directly for Cobra Commander and is one of the main villains in the G The movie ends in a battle royale between Joe and Cobra forces.

Although written by Hama, the story reboots the entire continuity of G. I. Joe. No references are made to either the continuity of the Sunbow series or the comic series but it is clearly implied that the Joes and Cobra have been at odds for quite a while.
