The Embarcadero sits on property administered by the Port of San Diego and is being redeveloped through the Joint Powers Authority (JPA). History The San Diego Unified Port District was created in 1962 after the California State legislature passed Senate Bill 41 and the San Diego County Board of The JPA is composed of the City of San Diego, Center City Development Corporation (CCDC), and the Port of San Diego. The project is called the North Embarcadero Visionary Plan, a multi-phased redevelopment of the waterfront in downtown San Diego. This redevelopment project will add thousands of trees and increase needed open public space, while continuing San Diego's tradition of having a working waterfront. [1]

In addition to the North Embarcadero Visionary Plan, the Port is also redeveloping its two cruise piers along the Embarcadero, continuing and possibly increasing an already common sight of cruise ships in San Diego Bay. San Diego Bay is a natural harbor adjacent to San Diego California.
