Harvey won the Division of Hawker as the Labor candidate at the 1987 federal election. The Division of Hawker was an Australian Electoral Division in South Australia. Federal elections were held in Australia on 11 July 1987 following the granting of a double dissolution on 5 June by the Governor-General Sir Harvey was defeated for the same seat by Liberal Christine Gallus at the 1990 federal election by an extremely narrow 14 votes.
