He first came to Japan in 1875 and returned to the United States in 1883. It was during this period that he advised the Hokkaido Development Commission.
In 1884 he returned as a diplomat working for the U. S. Government and continued in that role until relieved of his post in 1897.
After 1897 he was the Japan representative of the Standard Oil company. Standard Oil was a predominant American integrated oil producing transporting refining and marketing company He died at his home in Tokyo in 1931.
