Dougherty was born in Chester, Pennsylvania. Chester is a city in Delaware County Pennsylvania, with a population of 36854 at the 2000 Census. He enlisted in the Army out of high school and served a tour of duty in Vietnam. The United States Army is a military organization whose primary mission is to "provide necessary forces and capabilities.
