Declan was raised by single mother, Rebecca (Jane Hall), who had pursued relationships with numerous men over the years, none of whom Declan approved of. Paul later discovered that Nick and Laura were the ones who kidnapped Declan, when he went to their hotel room and sees Declan tied up tightly with many ropes. He was subsequently knocked out by Laura, to prevent him from calling security. The kidnappers escaped with Declan in their car. When her conscience finally got the better of her, Laura freed Declan when Nick wasn't looking and he ran into the bush. Nick was intent on getting the $500,000, and gave chase while armed with an electric cattle prod (which he later dropped) when he found Declan was missing. A cattle prod, also called a stock prod, is a handheld device commonly used to make cattle or other Livestock move by striking or poking them or in the case of a When Oliver finally got the money and phoned Nick, arranging to meet with no cops and no other interference, Nick and Laura agree to meet. Police officer Adam Rhodes and his partner Sophie followed Paul, Oliver, and Rebecca, whilst keeping their presence unknown.
Nick demanded the money before he gave up Declan. However, Oliver demanded to see Declan or no money will be paid. Nick called Declan out of the car, however Rebecca realised that it isn't Declan, but Laura, who was forced by Nick to dress up like Declan in order to deceive Oliver. It is then that Oliver and Nick struggled over the bag of money, while the police arrived. Nick and Laura were arrested, and Sophie and Adam attempted to reason with Laura and tried to get her to reveal where Declan was. She shown the police the spot where she last saw Declan but couldn't provide any further information to help with the search. Declan was later found, with the dropped cattle prod and a sample of his shoe laces proving as vital clues.
He has developed feelings for resident tomboy Bridget Parker. He and Bridget had been having fights because of Declan getting Mickey (Bridget's cousin) to steal, however Bridget later forgave him. At a rock-climbing excursion, Bridget accidentally lost her grip on a rope and let Declan fall from a great height, rendering him unconscious. Declan and Bridget have a fun-loving relationship, but it's clear that their feelings for each other are more than just friends.
When Bridget was accidentally hit by Susan Kinski, she became paralysed down the left side of her body. While in Rachel Kinski's (Caitlin Stasey) swimming pool alone (Rachel went inside to find some food), Bridget slipped and almost drowned. She tells him she's met somebody else and he tells her "Drop him. " However Bridget refused to leave Josh for Declan, despite the fact that she still had feelings for him.
At the end of the 2007 season, Declan attended a dance party without his mothers knowledge.
