Character Development
Prior to his transfer to the 27th precinct, he was a member of the NYPD Intelligence Division investigating terrorist groups, and before that a patrolman in the 27th precinct. Terrorism is the systematic use of terror especially as a means of coercion In season 18 opener (L&O: "Called Home"), Lupo partners with Ed Green in order to solve the assisted suicide death of his brother.
