The newsletter was established in 1994 by the Washington, D.C.-based investigative reporter Ken Silverstein. Washington DC ( formally the District of Columbia and commonly referred to as Washington, the District, or simply D Ken Silverstein is the Washington Editor for Harper's Magazine. He was soon joined by the journalists Cockburn and St. Clair. In 1996 Silverstein left the publication and Cockburn and St. Clair have since been co-editors.
