Born in Bridge Point, New Jersey, Bergen attended Harlingen School and Edge Hill Classical School and was graduated from Princeton College in 1863. Princeton University is a private Coeducational research university located in Princeton, New Jersey. He studied law. He was licensed by the supreme court of New Jersey in 1866 as an attorney and commenced practice in Camden, New Jersey. The City of Camden is the County seat of Camden County, New Jersey, in the United States. Licensed as a counselor in 1869.

Bergen was elected as a Republican to the Fifty-first and Fifty-second Congresses (March 4, 1889-March 3, 1893).
