Chen Qun was the creator of the Nine-rank system for civil service nomination. The Nine rank system ( Pinyin: jiǔ pǐn zhōng zhèng zhī or jiǔ pǐn guǎn rén fǎ or much less commonly Nine grade controller system, was a Civil service Following the somewhat early death of emperor Cao Pi, Chen Qun became the new guardian of the military. Cao Pi (曹丕 187 - June 29, 226) formally Emperor Wen of (Cao Wei (曹魏文帝 Courtesy name Zihuan (子桓 was Chen Qun, Sima Yi, and Cao Zhen all advised Cao Pi's son, Cao Rui, to become the new emperor. Sima Yi (179 - 251 was a strategist general and politician of Cao Wei during the Three Kingdoms era of China.
