Born in Potsdam, St Lawrence County, New York, Pray attended the public schools in Salisbury and Middlebury, Vermont. He attended Middlebury (Vermont) College 1886-88 and was graduated from the Chicago College of Law. He was admitted to the bar in 1892 and commenced practice at Fort Benton, Montana, in 1896. Fort Benton is a city in and the County seat of Chouteau County, Montana, United States. He served as assistant prosecuting attorney of Chouteau County in 1897 and 1898.

Pray was elected prosecuting attorney in 1898 and reelected in 1900, 1902, and 1904.
