Born in Richmond, Kentucky, Clay attended the common schools and was graduated from Centre College, Danville, Kentucky. Clay was elected president of Bourbon County Agricultural Association in 1840 and served thirty years. He served as president of the Kentucky Agricultural Association 1853-1861. He was again a member of the State house of representatives in 1860.
