Howard was born in the Bronx and grew up in Syosset, Nassau County, New York. Syosset is a hamlet (and a Census-designated place) in Nassau County, New York, within the Town of Oyster Bay. She graduated from Syosset High School and from Borough of Manhattan Community College with an AAS degree in Nursing.
