Constan is a graduated from Annapolis High School in Dearborn Heights in 1977. He graduated from the University of Michigan and the University of Detroit Mercy School of Law. He has been married to Kim Constan for 16 years and has three children.
Constan was the chair pro-tem of the Dearborn Heights City Council until 2006, when he ran successfully for the Michigan House. He serves on the Insurance, Labor, Government Operations, and Senior Health Committees.
