Barataria is a town in Trinidad and Tobago. It is just east of Port of Spain and Laventille and west of San Juan. The Churchill-Roosevelt Highway is the major east-west Highway in Trinidad and Tobago. Port of Spain is the Capital of Trinidad and Tobago and the country's third largest municipality after Chaguanas Wrightson Road links downtown Port of Spain, Trinidad and Tobago with the Audrey Jeffers Highway. It was constructed between 1955 and 1956.

The highway was named for former Governor Sir Edward Betham Beetham. A governor is a governing official usually the executive (at least nominally to different degrees also politically and administratively of a non-sovereign level of government Sir Edward Betham Beetham (1905–1979 served as Governor of Trinidad and Tobago between 1955 and 1960
