The Indian National Army saw plenty of action (as did their Burmese equivalent). The Ustaše was actively supported by the Fascist regime of Benito Mussolini in Italy which gave the movement training grounds to prepare for war against Yugoslavia as well as accepting Pavelić as an exile and allowed him to reside in Rome. Italy intended to use the movement to destroy Yugoslavia, which would allow Italy to expand its power through the Adriatic Sea. In Germany, the idea of creating any Slavic puppet state was not welcomed by Hitler who saw all Slavs, including Croats as racially inferior. Also Hitler did not want to engage in a war in the Balkans until the Soviet Union was defeated.
