Upper Hutt is New Zealand 's smallest city by population the second largest by land area Its eventual outflow is into Wellington Harbour, then into Cook Strait. Wellington Harbour is the large natural harbour on the southern tip of New Zealand 's North Island. Cook Strait is a Strait between the North and South Islands of New Zealand.
